As the starter begins to rotate, the battery terminal voltage decreases due to the large discharge current. When a large amount of discharge current flows, the internal resistance of the battery increases.
According to Ohm's law, voltage drop is greater when the current value is larger. Voltage drop is reduced as the current flow decreases, and the battery voltage recovers to the normal value
